ASK IH: I was wondering if anyone is working on an IG art app or had any recommendations about a good one they like!

I have found many articles recommending 6 - 40 different apps and I can not sort thru the noise of which one would be good to buy to expand my art business.

I want to make an image like the one below using a quicker process besides photoshop. Using my own images. Any recommendations or suggestions would be great. Thank you!
