I have had 613 visits to my landing page and 20 Sign Ups since launching Decision Donkey 4 weeks ago.
Is 3.3% Conversion Rate for a product that doesn't exist yet normal? Is that bad? What is the standard?

The idea is for a Cloud Based Pro/Con list to help with decision making for teams and individuals on their most important decisions. It is a way to track the decision making process and gives you a way to review past decisions to see how and why you came to a specific decision.

Where did those 600 visits come from? I'd say the conversion rate highly depends on that.
95% came from Indie Hackers and the rest of the traffic came from a LinkedIn post that one of my friends put out on their profile that drew some traffic.

The problem I am trying to solve is a way for teams or individuals to track the decisions that being made. Give them a way to go back and see why they came to a specific decision and give them a way to measure and record results on past decisions.
Most times a team will make a decision and move onto the next without know if their decision making process might be flawed resulting in numerous bad decisions.
Also, having a source for all members of a team to contribute and have their voices heard on specific topics.

Having run a few of these I think your numbers are a bit low.
I would say that you've created more of a product mockup than a landing page. A landing page should sell a customer on why they should give your product a try before showing them the solution... so in your case I think you'd want to lead with the goal of the user -->
"Get that tough decision made"... or something
Then talk about the problem...
"Teams have a hard time making decisions because it's hard for everyone to feel like they have a voice"... or something...
Then describe how you solve the problem...
"We have this or that software that solves the problem"
In my experience this can get some good results. For example, I just ran a fake door landing page test. I used Facebook ads to generate 280 clicks in 2 days (~$27). 100 people navigated to the download page and ~30 signed up for the pre-release list. You can either interpret that as a ~35% conversion (people would have downloaded the app) rate or a 10% signup rate.

Please feel free to try out https://abtesting.ai on your landing for free :). You can find a winning variable with 2000 visits, so you can get some value from it quickly.
On the other hand, I asure you it's not a bad conversion rate for a first expirience, but I'm not sure if your value proposition is clear on your landing.

I would include previews of the app or interactive demos on the landing page to let the users try out the product. I did this with www.annosuite.com when you select text.
For example, notion.so/product lets users try out their app without signing in, etc.
To me it seems like a todo-list, so I would put in the headline on why it stands out or a major pain point in the decision making process when deciding between two choices.
Looks like notion.so stopped providing interactive demos.
I think your first X-number of customers should not come from Ads. You should talk to your early adopters and make sure you have product market fit before scaling up your app.
That number is coming primarily from two traffic sources - Indie Hackers and a couple friends post in LinkedIn. I’m not using paid ads.

I'm not sure if there is a standard. It's really gonna vary all across the board depending on product, industry, pricing, need vs. want, etc.
That said, I would love to have 3.3% conversion on my marketing, so I think that's really good.

My main traffic source is organically through IH. I did have a couple friends post on LinkedIn that drive some traffic.

Thank you for letting me know about the value proposition, I’m going to work on cleaning up my messaging and focus on the problem. For example, once you write down your pro/con list on a piece of paper, it’s hard to go back and review why you came to that decision. That piece of paper probably ended up in the trash!
