Is this illegal / against user terms?
If I'm creating a focused social media site, can I message people on Facebook/Twitter/whatever and say "Hey! I like what you're posting, here. You should take a look at my site. It would be a perfect fit for your content." ? I'm talking about maybe a few dozen overall, not mass communication. I haven't found anything specifically calling that out, but I'm worried there's some sort of customer poaching clause/law that I would be breaking.
If it is not automated it should be fine.
This is just human communication - the thing these platforms were built for.
That's a good point - I hadn't thought about automation being an issue in that way. I still wonder if it is some kind of gray area given that I could be seen as representing a competitor.
Not illegal. They have no legal power for such a thing. At worst they can block your account.
You would need millions of interactions in an automated way to trigger any action from them besides blocking your account.
