I'm embarking on validating the above problem to see if it's big enough to warrant developing a cloud platform where an individual or team can host all their Wordpress dev environments.

For the local environment, a few bash scripts and WP-CLI are more than enough for me.
Anyways there are also many one-click-install type solutions for local installations, I don't remember all of them but I'm sure you'll find some online.
Local (created by Flywheel) is a tool that lets you share a local site with other parties, I'm sure there are similar solutions. I think it's a paid tool but not fully sure.
Satch thank you for the input. Curious... have you had an instance where you were developing 2+ Wordpress projects at the same time? Have you ever managed a developer on a project?
Developing 2+ projects at the same time happens, but I don't see any setback there if you work locally, just a matter of creating another installation, and this can be easily automated.
Note that I'm probably not your average case, I'm not working on client projects, so don't take my input too seriously.
