A new social media based on meme?

People who have worked in the largest search engine company know that there exists an internal social platform called "memegen", which is like a BBS but each post is a meme, and there is a tool to help make a meme very easily. This platform has lots of active users and has become a very important part of the company's culture.

It feels strange that I cannot a similar platform that's public to everyone. So, the idea is simple, it's a new social network/media, but every post needs to be a meme. Each meme needs to be based on some context which can be some news or articles or Youtube video etc. Also there are small features like upvotes, groups, hashtags, etc.
