How do you handle a situation when your child tries to do some thing adventurous which can cause physical harm to him/ her.
As an entrepreneur, telling him - You can not do it or You should not do it does not seem right as I myself never listened to such advice.
Letting him do it and experience it yourself could lead to some physical damage to him.
What are the other options?

But I'm encouraging discovery and boundaries. I'm not going to let my child do something that could cause serious harm (ie. play with knives) but if she climbs onto a toy house and can fall a few inches -- that's an opportunity to learn a lesson: (1) gravity and (2) risk.

Try to educate your child and talk through all the options and risks. If you say 'no' kids can react and rebel against that, so I find better to discuss things and hopefully come to the idea of 'no' without saying 'no'. :)
I guess it also depends on the age and how capable they are to take responsibility for their actions. I would stop my 8 year old doing things, harder to do that for my older teens.
Sometimes ideas/desires can wear off too, so one option could be to try to delay it and take time in making any decisions.

Let me rephrase my query - if your 2 years old child wants to climb staircase on his own and you think he does not have that physical balance to perform this task. What exactly you will tell him?
I would help him. Let him try. Be there to catch him fall.
