Advice on community app/ merchant onboarding

Hi.. I am putting together a community app with merchant signing up to offer hyperlocal deals. What would be an ideal MVP / no code tech stack to start and scale? Ideally the participating merchants can customise their promos ( duration, locality, premium feature etc) in a simple straightforward manner on the platform
