An open source back office for managed translations of all your apps

I want to valid my idea and found the best target.

I want to create a CMS or back office that will manage all the translations of your applications, all in open source.
I have already made a lot of progress on what I want, but I would like to have feedback on each person's ways of doing things, here is a form, which could help me in my decision-making.
