Are Google Ads and Woocommerce just a bad fit?

I have a working woocommerce store that customers seem to be happy with but it seems like no matter how fast or what is done with it Google Ads always ranks the landing page quality as "below average". Is the best practice to make a static landing page specifically for google ads?
