Are start-ups hiring independent consultants?

The company I was with recently shutdown so I thought about making my unique skill set available to small businesses as a consultant.
I created a website and have started putting work examples up there but I am not sure if I should sell blocks of hours, bill by the project, take equity, etc.

They definitely do, yes. I do 1-2 engagements per month with startups as a consultant.
