Are webdesign agencies still a thing?

I'm looking to subsidise my income by setting up a web design agency. I used to run one in the past so I should be okay finding clients, doing the work and most importantly writing up a reasonable watertight statement of work and contract. I'm interested partially because although it can be hard managing the client relationship it's pretty much guaranteed income.

But I feel like people don't pay for web design services like they used to... so many templates and other resources to put a really decent site together with little skill or time.

I'm toying with the idea of selling interactive data visulisations instead, or maybe just designing mobile apps. But I'm a little apprehensive about not getting the statement of work right and I'll be stung for some extra maintenance when, for example, the client considers something a bug six months later and I don't and we didn't clarify it in the statement of work.

So I have two questions really:

1. Does anyone run a web design agency and find they still get clients easily?

2. Does anyone have experience running an application design agency in recent years? Who wouldn't mind sharing an example of a statement of work or contract or know where I might find a good standard one?
