Would the community entertain job postings for jobs that are ideal for allowing you to work on a side projects but still pull down a salary to keep you going?

I had a very similar idea just this week, a place where product people can be hired on a part time basis, nights and weekends to help bring ideas to life. The expectations would be set up front, your product might take longer to build but you wouldn’t need as much cash up front. I’m sure there are plenty of aspiring hackers in the community that have the skills but not the idea, such a service would allow someone else to bring the idea to get built.
I was thinking of more of a full time job that pulls a good salary but still gives you the ability to hack on a side project. I manage a small team and I encourage them to work on side projects. I am looking to hire two more people.
OK, I'm a little confused, what's stopping anyone with a full-time job working on projects on the side (as long as non-compete etc.)? Maybe the ability for your devs to find interesting side projects to work on could be helpful (if they don't already have their own)?
Many companies and many managers may not favor side projects. I tend to think they are important for growth
That would be a good assumption to try and validate by talking to companies and managers.
