Ask IH: Non-technical founders, How did you get your SaaS MVP developed?

Let's say I have a new idea for a startup, but I'm not a technical founder.
What would be the best option to get my idea developed by someone else?

I see a couple of options here:

1. Find a technical co-founder
   This would be the most cost efficient way of course, since we can just do it based on equity split. But it takes really long to find a good partner, and there's a lot of legal stuff that has to ge fixed before you can start developing the product.

2. Hire a freelancer
   This seems like an easy one, since there are tons of platforms like Upwork to find decent freelancers that work for a fair price. But of course, who do you trust to build your app? How much should you pay them? How many other projects do they have? ...

3. Hire an agency
   I have been using an outsourcing agency to help me build some simple WordPress websites, and they do an OK job with that. But I'm not sure if an agency is the best option to get your app developed. Maybe it's better in the long term, because you can scale faster? But probably the price is higher in the beginning?

Are there more options? What are other pro's and con's I forgot to mention?
