At least this is the end goal of the pre-incubation program. I have introduced it after having worked with a few startup founders, among whom some of them had already initiated m.v.p. development and have been burning capital. In the process of the incubation program, we concluded e.g. that it was impossible to scale the envisioned solution.
I have also been reading social media posts in relevant threads and communities and it seems that many of us have been falling into the same trap out of lack of foresight or knowledge. The pre-incubation program attempts to address this deficiency so as to catch any issues that may prove unsurpassable as early as possible.
At the same time, if the founder concludes that it is something worth pursuing, access to a set of discounted tools is provided in an effort to support initial development, not necessarily of the m.v.p. but of other tasks too.
