Automation Inspection Solution

My idea is to automate the process of bus inspection process from in the field, back to the main office and be able to store historical inspection data from the previous years.
I am currently working with a company that mainly uses excel to process their inspections.

What I would like to solve is
documenting inspection points the mechanics review in the field -> submit the finds to the main office -> inspection documentation will be reviewed by office staff -> after review is completed, they will have the ability to send this data to the counties for the buses that were ordered for inspection. A repository should be available for the clients to login a review past inspections.
