Avatar Maker App - Niche Targeted - Recommendations?

Hello All, I'm evaluating making an avatar maker, similar to Bitmoji but targeted to a niche. Does anyone have recommendations on good tools that can be repurposed, tools to use to build, or a structure to use if thinking about this no or low code. I'm thinking it would be in app format / keyboard access as well, but also could have the ability to be made on the web if someone likes.
