Best country to found a company?

What country would you recommend to found a company?
I am based in Germany, where enterpreneurship is not valued much and the bureaucratic hurdles are immense.

It would be great to find a country where a single German founder can start a company ...

Without much trouble
With good support for English speaking tax advisors
Optimally selling assets from this company is possible (e.g. selling a SaaS using Acquire.com)
where it is possible to run the company remotely (no local office required)

I am not looking for tax havens and I am not looking for legal tricks. I want a calm company without much hurdles.
