Best place to find a cofounder - operations person?

I have been working on a startup idea for a while in the cycling space, have all the pieces (design, dev, content) but need a passionate ops person to make soup of it all. Best place to find a young (or old) mind that wants to do some concept testing and see if this thing should exist in the world?
