Best way to build a No-code private/individual enterprise back-office to validate proposals 🙏

Hey IndieHackers!
I would like to build a back-office for my clients without coding, the goal is to send proposals and give the ability to accept or refuse.
What do you think would be best?

    A relational database solution with an integrated IDE would probably be my preferred method for doing this.
