I recently posted a job on Upwork for a brainstorming session with a developer regarding technical aspects of an app I'm looking to build. Doesn't really feel like the best way to use that service, given that it's less of a "job" and more of a conversation. Anyone have tips for sourcing this sort of light-consulting work? I'm very comfortable compensating a developer's time.

I don't think that Upwork is a best place for this, because they are aiming for low payments jobs but a huge volume. So it's really hard to find good high-skilled developers here nowadays on this platform. It's possible but mostly their profiles are hidden and they are using Upwork as a layer and working with their own clients.

Previously, I've worked at Upwork at R&D Department as Software Engineer / Data Scientist.
Upwork has low quality developers as everyone has to compete for the lowest possible rates. All the good developers left that site.

I know this isn't an answer to your question, but even as an experienced developer I don't know how you'd go about finding one, so I can't help with that, unfortunately. But I could help with the brainstorm part, perhaps.

What are you trying to achieve, what is the outcome? General brainstorming can be anything really. If you are looking to figure out how to do something, why not schedule demo calls with competitors and then sneakily ask questions on why they did feature A in a such a way or not include feature B (since the sales guy never mentioned it).
A lot more work on your end, but may be worth it, plus has an upside that you get to know your competition as well.

I forget the name, there is a site you consult over the phone and pay per minute to experts of just about anything.. (there is more than one site..)
Shouldn't be an issue with generic work like Upwork if your allowed to just schedule an hour of time and such..
