Best way to reach a very niche market?

The market I'm trying to bring onto our SaaS app is composed of writing centers and learning centers at universities, colleges, and community colleges. I was wondering if anyone here has good tips aside from compiling email lists & cold-emailing? I feel like it may be too niche for any kind of ad targeting, so I'm wondering what the best approach could be.
