Blogger outreach automation for content marketing?

So, you just have written an epic, insightful blog post. You're sure this is great content and want to be ranked high in Google... but everyone is linking to your competitor articles. Is there on the market a tool that can do those 3 things at once?

1. finds all relevant websites (DR>10) linking to your competitors' blog posts.
2. automatically finds e-mail to the authors of those articles
3. then automatically sends them a personalized message with question to change the outdated/invalid link in their articles (multiple templates to choose).

Can you share a link? If there is no such tool then, would you be interested in trying such a product?
