Bookmarking tool for companies?

I have been working in a medium to large sized companies, where there were lots of information, resources, internal/external website links to keep track off. I experienced difficulty locating resources, website links and so forth specially in the begning. After working for a while on different projects there is also a chance that one would forget where resources are located. I have been researching a bit and found this list that mentions Pinterest, Evernote. However, those are not really made for keeping track of internal resource, nor have ability to share privately among employees

Use case

1. Starting as an employee of a medium/large firm, you will have various resources, training materials to go through. For example, Account creation in a git repository, corporate AD system, whatnot. This collection of resources could be bundled into "Onboarding"
2. Links to internal services that an employee would use on a regular basis such as Dashboard links, Log analytics, and so on, which could be bundled as "Tools"

Ideally such a tool would have the following features

1. Capability of storing website links, description image about the resource
2. Capability to share among peers/colleagues,
3. Privately curated resources, as well as publicly accessible resources
4. Could be used as SAS or self hosted service.

Is there a tool that does something like that?
Would it be a valid idea for a SAS service?
Would people use such service?
