Building redressal portal for employees to report issues in their organization ranging from facilities to people?

Companies have facilities problems they get reported usually via email or other such communication mediums. There is no mechanism to track what is the progress on some issue. Also there no way for an employee to review the services offered by the finance and HR. Like say if they would like a better insurance policy or need a tax benefit. These things if addressed increase the employees engagement and instill the confidence in an organization.
What do you all think of such a portal?
