Can a no-code desktop app create a virtual camera?

Hi everyone,

I'm trying to create a prototype desktop app and use it to create a virtual camera. Specifically I want create a virtual camera which can then be used with Microsoft Teams, Skype, Zoom etc.

I want to be able to add filters/images etc. on top of the (PC) camera input and then be able to use it as a virtual camera.

Does anyone know of any no/low code software which will allow me to build such a thing?

I'd like it to be as 'stand alone' as possible, ie. not requiring the installation/use of OBS etc.
