Can cancer be cured by chemotherapy?

Cancers are not uniform, and they can change.

Chemotherapy basically relies on killing the cancer cells a little more often than the normal cells.

Individual tumours or tumour cells can be resistant to the chemotherapy. If these cells survive then the tumour can regrow and be immune to the previous therapy (evolution within tumour cells). Additionally, some tumours are harder to treat this way anyway.
