Can't get access to API providers, because they want me to have an established business. Catch 22? What to do?

I have an idea for a project. I want to build a sailing charter booking website. There are a bunch of them out there, but I think that I can still make money in this market, and be competitive as established players are kind of outdated in their marketing. This would be a pure marketing play: generating leads and selling them at a higher cost.

The problem I have is access to yachts inventory. It appears that most sites use some sort of data provider. There are a few out there, but they all seem to require for you to have an established business. How am I suppose to have an established business if I don't have access to inventory?

Has anyone else faced this issue where you need to have a business in order to start a business?
