Chrome Extension

Hey Guys - I'm looking at creating a chrome extension to ort out the search results basis a defined criteria for the user. However, unluckily, I'm not a dev and don't even know at this point in time if the criteria i have is doable or not.

Wanted to seek advice as to how do i get someone onboard and also maintain integrity of the idea. Not that its going to fetch millions but who knows ;)

Would also want to really know and understand if I could really do it from the scratch given that i practically have no coding knowledge/experience.
