I have an idea to manage cloud instances through easy to use UI for cross cloud.

I created something like this (bespoke) for a company I worked for a few years ago. It tied into AD (through IIS) and allowed users to stop/start servers through my console, it also allowed them to add additional users as owners of those servers. Essentially it just abstracted the "scary" cloud console from non-technical people like sales reps etc. I think there is a market for this sort of thing - you should do it.
