Cold email - Do they work?

As per title. Anyone have experience cold emailing their customer and do they work?
Yes and no. I've had cases where they did work, cases where they didn't.
I've noticed the the same from reading IndieHackers interviews. For some it did, for some it didn't.
2 big factors are:
a) How easily is this information about potential customers available
b) How big the competition is (are they influencers getting flooded with email vs. someone who just gets 2-3 cold emails per week?)
