My product is geared to insurance brokers; not captive agents (sf, allstate, etc). How would you get their contact information? I could cold call based on phones... but I don't know if that is scalable.

I originally come from an insurance background. As you know, insurance is extremely sales focused so I think anything that cuts into into their sales time is just going to frustrate potential users. I'm also thinking your target customers are agency owners while users are individual agents since its agency owners who want to motivate sales people and sales people want less management and oversight (typically).
Here in Canada every province has an insurance convention once a year. You probably don't even need to pay for a booth at the convention, just go hang out and buy people beers in exchange for their input (the day they attend the convention is already a write off so they're not so focused on sales). There's also a lot of social events including "young insurance professionals" networking nights and monthly insurance events. Again in Canada, there are provincial insurance associations that both handle licsensing and organize the conferences and events. You could also consider taking an ad out in their monthly magazine or email blasts.
I've just finished reading Lean B2B and am now reading SNAP Selling. Both have provided great insight into business/enterprise sales. I'm a developer and not at all a sales person yet they've given me actionable ideas to connect genuinely and personally with target customers. Lean B2B said "buying decisions are still made by people, even in enterprise, and people buy from other people that they like". Long story short, in the early stages my opinion is that it takes phone calls and personal connections until you can build the brand, reputation, and budget to scale up your sales process.

Oh also, you said in your post "not captive agents" but your website specifically says "tracking platform for StateFarm insurance agents". Just be aware that some potential customers might read that and say "I'm not a SF agent so this won't work for me" and move on.

I recommend LinkedIN. If you have a marketing budget set aside, I could refer you to the company I use to manage the linkedIN marketing.
If you want something cooler, a way to hack the contact info, go to each states department of insurance and do a licensee search. You could go there or NIPR and get the NPN numbers for brokers.

It is the truth! Nowadays we can't live at all without insurance. As for me, I prefer to use https://www.cheapautoinsurance.com/article/can-i-remove-my-spouse-my-car-insurance It is a modern way of car insurance. You know, I don't want any issues with my sweet baby.
