Creating a technology to sell to city halls or build a standalone app?

Hi there! I'm starting to work on an idea that target people in cities that wants to commute by bike (or scooters). This app will help them know where they can park their bikes, showing the public parking lots for bikes or places that other people have parked their bikes (a fence, streetlight or whatever), and will create routes for them considering bike lanes and other information other users introduce, like the safety of the street, the space, the number of cars, etc.

I think this kind of app have an audience, but I'm not sure people wants to pay for this, so I was wondering about the idea to sell the "technology" to city halls so they can offer it to their citizens as a city service, like they do with public bike rent.

I wanted to know if anyone have experience in this scenario or I should focus on building a standalone app an see how it goes.
