CTO required to help me end modern slavery online, and make $$$$

I have started DefendR Tech, the only company to create a consultancy product which analyses User Provided Content on client online platforms to find human trafficking and modern slavery.
We give clients an interactive report which streamlines actions between the clients and the relevant local authorities. The clients are provided with data showing how many lives they have saved, and how they can improve affected areas of their websites.

I can't say I'm not intrigued by this project, but there's something about how certain you are about the "millions" and the good salary doubling by year 2.
How can you be so certain about the platform getting that successful? Do you already have a partner or some financing approved?

I know how much the company will make, because I know why the target clients need this product and I know how much they're willing to pay for it. I already have contacts at the clients I would like to sell to, and have worked with them in a professional capacity as a solicitor.
