Our web agency is looking to improve initial communication with clients. We find that the usual bottleneck with websites being built is chasing for images/copy - I am sure we aren't the only one's being sent 200px graphics for full-width backgrounds!
My goal is to provide a simple PDF with details on project scope, pages, content suggestions for each page and expected timescale. Additional pages would also be added as guides on what are good/bad image formats etc - these wouldn't change for most projects, but would be good to be slotted in as required.
I imagine a tool that allows you to create a few simple fields that allows you to fill them out and generate the document. Does a tool like this exist? We could create a word template but would rather pre-defined fields to make it easier for our team.

We have interviewed 30 agencies. We find them mostly untrustable. Mostly since we ask them very challenging questions, and their answers validate to us they don't have the subject matter experience. Most of it is faked. What we find is they have some strength in one or two channels. But lack strength in many others. And that is fine with one exception. The agency will not let you work with them in only one channel. They try to sell you packages.

Looks good! Interested to hear/see more about your project. What I had in mind was more the process after securing the client and providing them with nice visuals on their project details and what we need next from them.

Something where you can send them requests with text fields for them to fill in / upload images ?
Yeah pretty much. We can probably standardise the guides to help them with basic PDF's sent via email. I'd love something where we can suggest a few text fields for a project (say we needed some intro text for the homepage) and ping them reminders if we are still waiting. I'm sure something exists in that aspect already... maybe a new product idea for me :D
