Delegating service from day 1

Hi guys, if I have started for example a design service based business, should I hire designer then look for clients, but I will have a designer not doing anything till we get clients or should I try get clients first then hire a designer. This is bad too, as I will have a client but no one to do the work. How would you maneuver this?

I know I know, some of you are a probably thinking if you offer a service i should be the one to wear all hats including delivering the service until I am able to delegate the work to another person. I just wanted to get other peoples ideas on how they would delegate a service from day 1.

    In a similar situation, but I've just started the other way. Have an SDR doing sales. If they close deals, initially, I would get in the trenches and start the kickoff.

    But to mitigate the off chance I get more sales than I can handle, I've been having conversations with ideal "fulfillment" people who can do the kickoff. So when the sales come, and it suddenly becomes overwhelming, I can hopefully bring one of them on-board.

      Nice, sounds good. But what is an SDR? Also with the ideal 'fullfilment" people are these freelancers you find online and do you just tell them in short I am interested in your services, but not right now ? Like how would that conversation go,
