Does anyone have any tips on designing web apps for engineers?
I'm creating a simple web app, but I'm having so much trouble designing it!
I'm absolutely fine with the engineering side of it (React + rails).
But the frontend design is killing me.
Does anybody have any tips? Maybe a platform where I can buy a html/css template?

Go on pinterest, dribbble, look up 'ui/ux' and get inspiration. That's what I usually do and it has served me well.
Without knowing what your application does, I would always suggest "Advanced User" features, like hotkeys.
Given that you're targeting engineers (assuming the software variety), anything that allows a fast workflow would be appreciated!
In terms of the frontend UI, have you looked at other web apps which are used by engineers? I'd start with Atlassian's Jira, as that is constantly being iterated based on feedback and data.
I don't see enough sites effectively remove JS/css in favor of plaintext. If the information you need to display can be done in <pre> tags I would highly encourage trying that approach.
