All the processes were designed by me on Forwardme.com - That's how I learned Gatsby :) My favorite tool for design methodology is Figma. Although it was a challenging process, I enjoyed it most of the time. For content management, we use a headless CMS technology, which is great! Prismic is a CMS that gives you an extremely user-friendly way of processing, managing and publishing online content. You can hire a developer for Prismic connection on Upwork to do this. Everything went smoothly.
He's talking about the design (presumably figma etc) and its implementation with CSS, not React or connecting it to your custom backend or CMS.
I do everything by myself on Figma, and when I need an icon I get it from materialdesignicons. On TabWhale I made the Logo concept on Procreate first, then I made the final version on Illustrator.

Yes, everything on https://www.updog.marketing was designed and made by me. I'd heavily recommend using Webflow. It's super easy if you know basic HTML/CSS and allows for more flexibility by writing your own custom code.
Nowadays I don't even design in Figma or Sketch first, I just start creating in Webflow :)
I use canva for the small things and I have a friend that helps me out with the complex stuff... I actually recorded an episode called "Does design matter?". Because I use to think that it was not that important, but more and more I think that it is important...
