I have always thought that having skills in these tools gives you the ability to visualize your ideas independently. Do you think its worth it to learn such tools as an independent software developer?
Absolutely ! I learned Figma and is a game changer.
I would say is like having an extension to be able to understand the designer, and at the time the designers working in environments with devs, they should definitely have a small understanding of html, css and just the basics of js.
This will make the co-working much easier and both will know each others limits...

Do you mean that you are doing the mockups with HTML now?
Well, Figma, Sketch, and Xd are different and more complicated than Balsamiq.
Comparing those 3 to Balsamiq, the learning curve is definitely more horizontal, more than anything because they are more complicated.
I think there's a conflict of opinions here, because, productive for me, is not the same as for you, or another case.
Let's put it like this:
If you are a big company:
Your developers and designers should some time to understand each other work and in this case, learning ui design for a developer is beneficial for example on a remote work...
For the designer, it will help understand the pros and cons of doing something with JS and if it's worth the hassle.
This is just my opinions tho, not a fact...
I mockup in Balsamiq, then implement the mockups using a framework like Bulma.
Looking to improve this process to end up with better UX upfront.
If you are doing your mockups with Bulma is good, but limited.
Bulma is my got go-to framework.
If you want to change from mocking up with HTML, I would use Figma or Sketch. Personally, Figma is more suitable, it works in the browser or desktop.
Knowing that you are developing with Bulma you might find this helpful.

I absolutely think so! Having the ability to at least create simple blueprints and visualizing how things should work is a great tool to have as a developer as it allows for much clearer communication with all other stakeholders.
Have you looked at https://figma.com? I really like it! It's easy and free to get started and still very powerful and flexible.
Yeah I would say so and +1 on XD.
I recently started to use Adobe XD for mockups and it's definitely very valuable to be able to quickly show people an idea and change your mockups as needed. Especially when there are other stakeholders (even customers).
