Does anybody know of a good tool for sending really segmented emails?

I am looking for a tool that I can use to send emails to customers that have expressed interest in a specific product and only those customers.

The only emailing service I have experience with is MailChimp, but it seems like that is more for sending out larger email campaigns and not highly targeted emails I'm thinking of.

I would ideally like to be able to control everything from my side and not go through another GUI (so maybe an API?)

A simple example would be the ability to email niche customers who have expressed an interest in purple puppy socks. And perhaps another email to customers for green kitten socks.

Does anyone know of a good tool/service that can accomplish this?

    I use ActiveCampaign for such needs. It has an API, automations which could be triggered by API events and other conditions, it also has the customer segmentation too.
