Does anyone have experience with turnkey video-based websites? (For MVP)

I have ZERO technical expertise but am looking for the simplest way to get to a very basic MVP that could upload 30 second video. I believe turnkey solutions may be best for us on this basis but does anyone have any good experience or pointers on websites that could do this cost effectively?

Would hugely appreciate any help from anyone out there! :-D
