Does anyone know how to create redirect backlinks from google?

I am learning how to create backlinks,
Stumbled upon a website have majority backlinks from google (dofollow), when clicked on the link it just had a redirect message and a link to the website it is redirected to.
This website had backlinks from majority of the Google domain (legit google domains)
I tried to Search on YouTube but found nothing. I asked the website owner he refused to help.
Does any indie hacker know how to create redirect backlinks from google?
PLEASE HELP THE COMMUNITY.
