Hello Chris! Webflow is pretty intuitive, specially if you have html/css knowledge (if that's the case, it should be pretty easy to get started). I would start by creating a Webflow account and learning how to use it following Webflow's free tutorials. That should be enough to get a big idea of the thing itself. Still, you will be basically selling web design services, so I wouldn't really see it that differently as 'being a web designer'. The big benefits of Webflow are their CMS and their cloud-based hosting. You will be providing a client with really premium stuff.

Offering a library of Webflow templates wouldn't make that much sense, since the core of Webflow is that designers can code their websites without knowing code (opposite to Wordpress).

If you want to go deeper on this, I suggest following Ran Segall on Youtube (his channel is called Flux), he talks a lot about Webflow and actually has a Masterclass available that covers Webflow and finding clients as a Webflow developer. Also, Charli Marie has a fantastic Youtube channel where she shows her entire process of building sites with Webflow.
