    If you're targeting EU users you probably do. But even if you don't it's a good idea to have one and disclose what data you collect, store, and how you do and don't use it.

    I don't think many people read them though. I know I generally don't.

      is there an actual free way to generate them online... every service I can find asks for money...

            I can't say. I've not looked too hard at gdpr because I don't advertise or do any marketing at all to foreign countries, and since I don't collect data to sell or use in anyway I haven't worried about it.
