Email template builder with reusable components

I'd like to validate an idea for a SaaS business. I recently struggled to find a good and reasonable priced email template builder with following options:

• allows to reuse components between templates
• design via drag and drop interface
• supports translatable content

I had a look at these services/ frameworks:

• MailChimp and Sendgrid: nice drag and drop interfaces, but components can not be shared between templates. Also missing internationalisation options
• Foundation email framework: better than coding from scratch, but still need to code. That takes a lot of time
• Litmus seems to have reusable components. But you need to code as well. Additionally it's really expensive

What do you think? Do you have a need for this?
