Ever purchased frontend code?

Trying to decide whether to hire a frontend contractor to build a website from scratch or to buy and adapt the code for it.

I've heard of people spending $$$ on contractors only to receive low-quality and hard to maintain websites. I have a few years of coding experience (by no means an expert) so I think I could improve upon someone else's code but writing my own from scratch would take too long. Currently looking at sites to buy from like: https://themeforest.net/search/react.

Anyone with experience on either?
