I'm a full-stack dev, I was considering CSS really hard to deal with for a long time. I have some friends who are bad at design and barely know how to use CSS and hate it.
Last year, I decided to learn CSS again after 6+ years of web development.
If you are a developer but hate CSS. maybe you should give it more time and learn it the right way.

Do you have any recommended resources for learning CSS which you think are helpful for those with a Dev background? For example, Refactoring UI is definitely one of the game changers (though I haven't purchased it myself, yet) - but what others could you suggest?

I agree that Bootstrap is a great framework especially with version 5's dropping of jQuery, addition of Icons, new mixins, etc. - but given that many consider Bootstrap to be "opinionated" owing to in-built classes and components, what makes you prefer it over, say, Bulma and its BEM approach or Tailwind with its semantic classes?

My JS framework of choice is also Vue.js but recently I just shipped an MVP in React thanks to the amazing Divjoy and the experience was great though I'm still on Team Vue.
In CSS, I still work a lot with Bootstrap but I do really like Tailwind CSS, to be honest. And in the above React project I used Bulma for the first time as well and that was also a good experience though I would still lean towards Tailwind for future projects.
I hate CSS too. What is the best way for you to learn CSS?
Even though I'm a developer I found WebFlow super useful in learning CSS
