Hey there! I was thinking about starting a service that pre-selects possible Clients for Freelance Web Designers / Developers. They would pay me to receive a weekly list of possible Clients (for example companies that have a bad website, which I would search for them).
Do you think freelancers would be interested in such a service? I.e would they use it to then approach these clients?

I wouldn't pay for a list of bad websites.
I would pay an amount if you sent me a list of companies (CEO email/phone) that are looking for freelancers to carry out work now. :)
Personally, in my own business, someone who could track down viable leads for me would be incredibly useful. The key word there is "viable." Sending me a list of random companies with ugly websites isn't going to do me much good. The problem I have is time and if you're asking me to do all of the sales legwork I'm no better off than I was before.
Ideally, I would want vetted leads who have actually expressed an interest in paying money for something specific. For example, say I told you I'm looking for non-profits in the US who are interesting in refreshing their WordPress-powered websites. I would gladly pay for leads matching that description assuming the lead has confirmed they are looking for the service I'm providing.
I can pay a VA to round up a spreadsheet of, using my example, US non-profits with ugly WordPress sites for next to nothing with quick turn around. The real value add is vetting and whittling down the list to a selection of ready to buy leads. That takes extra effort and time (for you) which is what is actually worth me paying more for.
