This is a measurement visibility problem. You've got two unknowns mixed together: are freeloaders diluting your product metrics, or is your free tier attracting the wrong user? Separate the signal: what are paid users actually doing vs free users? If paid users have 10x the engagement, the freeloader problem is just noise. If they're identical, your pricing itself is the real problem.
That split makes sense. The engagement comparison seems more useful than raw free-seat counts; if free users and paid users behave the same, the problem is probably the value boundary, not just the audience.
