Getting started - Legal aspects

Hey IHs!

How do you all go about the legal aspects of your business? Do you build first and then register a company later or do you start with the formalities first?

I'm currently stuck in the idea phase (I have a list of 70+ ideas....) and would love to just start building something, but I'm not sure if it is OK/a good idea to just put something online while there is no real company behind it.

On one hand I would prefer to minimize the running costs, especially while there is no revenue. On the other hand, to collect money from subscriptions etc I guess I would need some business entity.

Additionally, I am a bit worried about getting sued for whatever reason some crazy lawyers might come up with.. Not sure how common this is in US/other countries, but e.g. in Germany you might get in trouble simply for not having a "cookie pop-up" . There are also laws regarding data privacy/security. How is everyone dealing with those issues?
