Have you applied to become a Facebook Marketing Partner?

I have a few projects ideas around the Facebook and Instagram Marketing APIs for partners but I have a feeling that they only accept well-established startups.

Have you applied before? Is there a way to get access to the same partners API but rate-limited if you are not a partner? What do you recommend me?
